How do you track down a stolen laptop with no internet connection?

I was thinking about buying some type of protection for my brand new laptop because someone advised me to. Well I was looking online and came across a couple of programs that can track a stolen laptop via GPS & also the laptop must be connected to the internet. But what if a laptop is turned off or not connected to the internet then is there a way to track it down??? If a thief grabs a laptop and runs with it while its connected to a wireless router, its just gonna disconnect from the router and internet once it gets too far away from that router so how do they track it???

Fascinated with the ipad!! but still confused with it…?

So i really want an iPad but im wondering if it will be practical for me and i still need a few questions answered:
How does the network run? Is it like the iphone and runs of AT&T? or do you need wireless internet for it? I do not get coverage with AT&T where i live, otherwise i would have an iphone (i LOVE the iphone as well!!)
When it says you can browse the web, does that mean its just like my computer and i can look at anything and everything? I am in college and a few classes are online so would i be able to access those through the ipad?
Will Netlfix work on it?
What about like typing papers or something like that? I realize it probably doesnt have anything like word or excel…
One big thing i LOVE about the iPad is all the apps, especially GPS. Im going to be traveling alot and was thinking about buying a tomtom or garmin or something of the sort but since the ipad has it, why buy one…
To those of you who have one, do you like it love it hate it?
What do you use it primarily for?

Verizon Wireless Cell Phone GPS Question?

My 14 year old sister, got her Phone stolen out of her locker, right around the ending towards the end of her day at school, someone went in her locker, looked through her belongings and took a 0 value phone, The phone has been missing since the 9th & it has a GPS Locator on it, so even if it gets lost, Police can track it.

The phone has been turned off numerous times, ringing, and going straight to Voice Mail when turned off, so we know someone out there has it, my billing cycle just ended on the 13th, so im not worried about anything, right now. Also, the phone was used on the 13th of this month right around 5:45PM,

Even if I gave the police the necessary information they need for the phone, is there a way that they will be able to track it?

I havent gotten a look at my bill online, so im also waiting for a number to show up. If I gave police that number, and its to the suspects home, is there a fifty/fifty chance that if someones good enough to pick up the phone, and give an address to where we can go get it, will it more likely happen?
